iPad App Problem

I have an Air 2. An App (Filmon) will only partially download. I cannot delete it either from the device or iTunes because ppesumably I have not completely downloaded it. I have tried syncing, Googled it with no luck.

It just sits there waiting, or will only partially download

Rebooting the device no effect. wiFi OK
any other suggestions would be welcomed
