Looking at the picture it appears that the owl has a tether and may have escape from somewhere.  Also, it's difficult to tell size from the picture but I am guessing that was a very large owl as the markings, eye colour etc. suggest it was an eagle owl - although I know they are about I've not seen one here yet.  Great to get such a wonderful picture of it especially looking so relaxed (also perhaps a sign that it is/was a captive bird).
