Rules are same everywhere now. Ones up here will not sell any amount without a certificate.doesn't matter whether you live here or not. Will be same in UK from october this year.

Does anyone know where I can buy large 20 litre drums of weed killer? A new law has stopped my supplier from selling more than .5 litre bottles at a time. Unless I take a course ( I don't live here)he says I need a professional gardener or such like to buy it for me.
