El nuevo concepto del urbanismo en Arboleas.

El pasado Lunes, 17 de Octubre, se celebró un pleno en el Ayuntamiento de Arboleas, en el que entre otros asuntos se trató la propuesta por parte del equipo de gobierno, sobre las líneas que piensan seguir de cara al futuro.

El nuevo equipo de gobierno por fin empieza a descubrir sus posiciones en lo que respecta a las soluciones que propone para las viviendas de Arboleas, para todas las de las barriadas, y que supone un cambio radical con la línea que se venía siguiendo hasta ahora.

Este documento se encuentra en fase de exposición al público en el Ayuntamiento, por lo que sería conveniente que vecinos y asociaciones relacionadas con el asunto se interesasen por su alcance, y sus consecuencias; cuando aún estamos a tiempo de presentar alegaciones. Nosotros desde el PSOE, manifestamos nuestra disconformidad en ese pleno  y rechazamos la propuesta, presentaremos recursos, y defenderemos que esta reforma no se lleve a cabo.

Existen distintas razones por las que nos manifestamos en contra, y  a las que se debería prestar especial atención por parte de todos:

1.- El documento en su página 13 expone:
"se declaran en situación legal de fuera de ordenación.... Las construcciones o edificaciones que se encuentren en suelo urbano no consolidado...

Entendemos que es un gran error y un paso atrás, que suelos que ya son urbanos, se declaren fuera de ordenación, únicamente porque le faltan algunos servicios. La solución es completar el estudio detallado de sus calles, que ya iniciamos hace un tiempo, y acabar de instalar los servicios. No retroceder con la única intención de poder recaudar dinero a través de las licencias. Como así expusimos.

Una consecuencia inmediata de la propuesta que se presenta es que si estas viviendas están en suelo fuera de ordenación, su valor disminuirá. No tiene el mismo valor una casa en suelo urbano que en suelo fuera de ordenación , por lo que aquellas personas que pretendan vender o hipotecar su casa se encontraran con que el Ayuntamiento le ha disminuido su valor.

2.- El principal problema de parte de las viviendas es el no poder acceder a las segregaciones, sin embargo en este documento no se aporta ninguna solución a este problema.

3.- Faltan servicios por construir, pero tampoco el documento aclara, ni lo aclaró el Alcalde con nuestras preguntas, quienes son ahora los responsables de pagar esos servicios. Parece que ahora las obligaciones de los constructores no existen.

4.- La recomendación por parte de la Junta de Andalucía es la de seguir con los trabajos que iniciaron el anterior equipo de gobierno (así lo han comunicado por escrito al Ayuntamiento), y redactar un documento único que reuna todos los trabajos e informes anteriores, y presentarlo.  Sin embargo, cuando se le pregunta al alcalde en el pleno, este se mantiene en que la solución que presenta es mas ventajosa, aunque no argumenta las razones.

En definitiva, entendemos que esta no es la solución, y por eso solo contó con la mayoría del PSA, que únicamente tiene intención de recaudar dinero a través de las licencias, pero que no resuelve ningún problema a los vecinos de Arboleas y que además supone un retroceso respecto a lo ya conseguido.

Aunque la principal consecuencia será la perdida de valor económico de "todas" las viviendas de las barriadas en Arboleas.

Por todo esto, desde el PSOE de Arboleas, no apoyamos esta propuesta y entendemos que debemos comunicarle a nuestros vecinos la intención del nuevo equipo de gobierno, y sus consecuencias.

THE NEW CONCEPT OF URBANISIM FOR ARBOLEAS

On Monday 17th of October a plenary meeting was held, among other things addressed, the proposal by the government team of how they believe Arboleas should continue into the future.

The new government finally begin to find their positions in regard to the solutions proposed for the houses of Arboleas, and all the surrounding neighbourhoods, making radical change to methods used thus far.
This document is currently being shown to the public at the Town Hall,and it is advisable that residents and business-related associations with interest in these matters and their consequences view said documents whilst there is still time to submit claims. We from the PSOE, expressed our disagreement at the pleno and rejected the proposal and submitted an appeal, and argued that this reform not be carried out.
There are several reasons why we speak out against, and to which special attention should be paid by all:
1. The document on page 13 states: "Declared under statutory management...of outside of ordination. The buildings or constructions found on urban land are non-consolidated.
We understand this to be a big mistake and a step backwards, the urban lands declared outside ordination, simply because they lack some services. The solution is to complete a detailed study of all the areas, which started some time ago, and finish installing the services. Not going back with the sole intention of being able to raise monies through licensing. As is explained:
An immediate consequence of the proposal presented is that if these houses are on ground outside of ordination, their value will decrease. They have the same value as a home on urban land, so that those who intend to sell or mortgage their homes find that the town hall has reduced its value.
2. The main problem of the housing is the lack of access to segregation, but in this document it does not provide any solution to this problem.
3. The building services are lacking, but neither document makes it clear nor did the Mayor clarify our questions, who are now responsible for paying those services. It seems that now the obligations of the builders no longer exist.
4. The recommendation by the Junta de Andalucía is to continue with the work started by the previous government team (and have communicated this in writing to the Town Hall), and draft a single document that meets with all the work and previous reports and submit it. However, the Mayor, when asked at the plenary session, stated that the solution presented is more advantageous and will be maintained, although he did not debate the reasons.
In short, we understand that this is not the solution, and therefore the support was only from the PSA, which intends to raise money through licensing, but that does not solve any problems for the residents of Arboleas and is also a backward step from that which already exists.

The main consequence is the loss of economic value to "all" the housing in the neighbourhoods of Arboleas.
In all of this, the PSOE of Arboleas, does not support this proposal and understand that we must tell all our neighbours the intentions of the new administration, and it consequences.
