IN RESPONSE TO THE FINANCIAL STATUS OF THE ARBOLEAS TOWN HALL, AND THE VERSION OF OUR MAYOR.

It is now more than 100 days since the new administration took over, we have been asking questions, and far from receiving any answers to our proposals for change, the administration continues to oppose us, by incorrect interpretation of past events,in all respects. So from here I will answer from the other side of the story, and I invite those who think I am wrong to challenge me.

FIRST THE FACTS:

The debt of the municipality with the State:

First,it is not a debt, but the estimates of revenue that the state had and could contribute to the municipalities. This is done according to one estimate. And it has nothing to do with local management, since it is freely available (payroll, vendors, providing the city council grants,...) in the "good" years we received all our entitlements. With the advent of the crisis (2008), revenue decreased, leaving the municipalities contributions above what they should, and therefore were entitled to return all amounts exceeded. and this is done by reducing the successive contributions. thus in successive months less is given. But this is not a debt but a lesser contribution. It is like a business income accounted for as debt that has ceased to be received due to the crisis.

Moreover, this was already being perceived less than two years ago (2008), and this part of the reduction has taken place.

But perhaps the mistake is in greater quantity. If when it started this reduction was 690,000€, (remember who published  it in La Voz de Almeria) where does the figure of 1,700,000€ come from?

Unpaid bills and grants.

It is no small mistake to mix these two items, but as the sum, it is now impossible for me to accurately break it down. However if we understand it as one, and if we believe it totals 940,000€, then we can subtract the debt amounts that were entered in the accounts at closure. In particular the closing statements signed by the outgoing and incoming corporations totalled 390,736,76€. As a few accounts that do, the actual debt amounts to less than 550,000€.

Believe me when I say that this is one of the lowest debts of the municipalities in our province, and that includes all the bills until our departure. As also reflected in different media, with the actual data of the CHAMBER OF ACCOUNTS OF ANDALUCIA.

In addition to borrowing by the town hall of  Arboleas in all amounting to 220,000€. Borrowing for the "municipal contribution to the work of the bridge at La Cinta", and refinancing of loans requested by the current Mayor in the legislature 99-03. with a rate of two years for it's return. We are also among the municipalities with less debt in this regard.


Well with this real debt, and the measures already started to apply two years ago, we were getting favourable results (see La Voz de Almeria September 14th 2011). This appears as the third largest surplus municipality that obtained after applying our measures of adjustment.
Our measures included development of the proper process of application of the "IBI", being discharged for all homes that were not paying, (we had over 300), lower wages for workers and public officials as recommended by the government, reduce spending on celebrations, installation of energy saving lighting, etc....

However, with this new team, there have been increased payments to workers and public office by, 114% and has terminated the review of the "IBI" services,....

With our actions, and our work, it cost us, like all municipalities to meet the payroll, but of course the current situation, as this team has increased its outgoings, we understand that the people of Arboleas get nervous, lose faith and end up looking for someone to blame.

So, cease opposing the opposition and begin to lead, someone  will have to.....

En respuesta al estado financiero del ayuntamiento de Arboleas, y a la versión de nuestro alcalde.

Han pasado ya mas de los 100 días que nos pedían, y lejos de recibir  ellos
nuestros "reparos" al cambio que propugnaban, resulta que se dedican a hacernos oposición, a revisarnos, (que lo entendemos) pero desde la mas torticera de las interpretaciones, y en todos los aspectos. Por eso,  desde aquí, contestaré con la otra versión de los hechos, e invito a aquellos que piensen que me equivoco a que la contrasten.

Empecemos por los datos:

La deuda del ayuntamiento con el estado:

En primer lugar, no se trata de una deuda, sino de la previsión de los ingresos que el estado tenía y que podía aportar a los ayuntamientos. Esta se hace según una estimación. Y nada tiene que ver con la gestión municipal, puesto que es de libre disposición (nóminas, proveedores, aportación del ayuntamiento a subvenciones,...) en los años "buenos" todos recibían lo que les correspondía. Con la llegada de la crisis (2008), los ingresos decrecieron , dejando las aportaciones a los ayuntamientos por encima de lo que les correspondía, y por tanto, a todos les correspondía devolver las cantidades sobrepasadas. Y esto se hace mediante la reducción de las aportaciones sucesivas. Por tanto en meses sucesivos se entrega menos. Pero esto no es que se deba, sino que se aporta menos. Es como si un empresario contabilizase como deudas los ingresos que ha dejado de percibir por la crisis.

Además, esto ya venía percibiéndose de menos desde hace dos años (2008), ya esta parte de la reducción ejecutada.

Aunque quizá el error mayor se encuentre en la cantidad. Si cuando se empezó a producir esta reducción era de 690.000€, (recuerden que lo publicó La Voz de Almería) ¿de donde sale ahora la cifra de 1.700.000?

Facturas pendientes de pago y subvenciones.

No es pequeño error mezclar estas dos partidas, pero como las suma, ahora se me hace imposible poder desglosarla. Si la entendemos como una sola, y si nos creemos que suman 940.000€, entonces a esa deuda podemos restarle las cantidades que quedaron ingresadas en las cuentas a nuestra salida. En concreto en el acta de arqueo que firmaron la corporación saliente y la entrante "se les dejó" 390.736.76 €. Por lo que a pocas cuentas que hagamos, la deuda real asciende a menos de 550.000 €.

Crean me si les digo que es una de las menores deudas de los ayuntamientos de nuestra provincia, y eso incluyendo la totalidad de las facturas hasta nuestra salida. Como también se ha reflejado en diferentes medios de comunicación, que cuentas con los datos reales de la Cámara de Cuentas de Andalucía.

Además los préstamos solicitados por el ayuntamiento de Arboleas en total ascienden a 220.000€. Prestamos solicitados para "aportación municipal a la obra Puente de la Cinta, y refinanciación de prestamos solicitados por el actual alcalde en la legislatura 99-03. Con una cadencia de dos años para su devolución. También estamos entre los ayuntamientos con menos deuda en esta aspecto.

Pues bien con esta deuda real, y con las medidas que ya empezamos a aplicar hace dos años, estábamos obteniendo resultados favorables ( véase La voz de Almería. 14 de septiembre de 2011). Aparecemos como el tercer ayuntamiento que mayor superávit obtuvimos tras aplicar nuestras medidas de reajuste.

Nuestras medidas entre otras pasaban por una adecuada aplicación del IBI, dando de alta todas aquellas viviendas que no lo estaban, (llevábamos mas de 300 altas), reducción de salarios de trabajadores y cargos públicos según las recomendaciones del Gobierno, reducir gastos en fiestas, instalación de alumbrados de bajo consumo, etc...

Sin embargo este nuevo equipo, ha incrementado la partida de pagos a cargos públicos un 114% , ha rescindido el servicio de revisión del IBI,...

Con nuestras medidas, y nuestro trabajo, ya nos costaba, como a todos los ayuntamientos poder llegar a pagar las nóminas, pero claro, en la actual situación, y tal y como se ha incrementado esta partida, entendemos que se pongan nerviosos, no les llegue, y al final acaben buscando responsables fuera cuando no dan con la solución dentro.

Así es que, dejen de hacerle la oposición a la oposición y empiecen a gobernar, que alguien tendrá que hacerlo...
