     PLANNING IN ARBOLEAS

     Arboles is a welcoming town, a land of emigrants which has always been open to absorbing other cultures, which has known hard work outside our frontiers and the lack of growth within our boundaries.  Nonetheless, we are blessed with an entrepreneurial spirit and a capacity to go forward which are laudable.

     At the end of the 90s phenomenal expansion took place in the Almanzora Valley, Arboleas being one of the leading lights, which has led to us being a tourist destination for many European citizens, but especially the British, who find in our land the longed-for retirement and quiet and peaceful living conditions which they sought.

     This phenomenon brought us economic, social and demographic growth, but also pre-supposed a radical change in organization and planning, for which we were probably not prepared, and for which we needed more time than we had to adapt and bring in the necessary order.  This isn´t to say that we did it wrong, but yes we did commit errors.  And it would be unjust not to recognize that those errors were on all sides, from those who now wish to make us responsible for everything, conveniently forgetting that it started with them, and that back then it was the same people, including the developers, excessive confidence in purchasers or lack of support from other government bodies.  We must all feel responsible to some extent, and at the same time the solution will be within our reach if we all work together to regularise the situation.

     Two years ago the governing administration, without any other support, initiated a procedure supported by the Junta de Andalucia to convert to urban the land where the majority of affected dwellings are located, as well as other areas destined for industrial and commercial use, because it was clearly understood that the problem was not simply related to planning, but was also social.  One the one hand we had to diversify employment for our youth, and not exclusively in relation to construction, and on the other hand give security and confidence to the citizens who live in the affected houses.

     The procedure was initiated in 2009 and during 2010 we presented documentation relating to each barriada (neighbourhood) with problems by virtue of having gone outside urban limits, and the Mayor has undertaken an exhaustive and personal study of each area, with numerous meetings of a technical and political nature, and with the affected citizens, associations, the media and indeed with anyone and everyone interested in the solution to the planning issues.

     This is why, as of now and knowing that we still have a long and complex process ahead of us, we can assure you that we are on the right track and much closer to a definitive solution than many other towns in the Valley.  Let me make clear that this is not just a personal opinion, it is a fact that can be ratified by other organisations such as AUAN, specialized planning lawyers, and the press, who have recognised the efforts of the Arboleas Town Hall and its Mayor to find an adequate solution which is in the best interests of all affected citizens.

     To give more details, we can confirm that the neighbourhoods of Los Torres II, El Rincon and Los Menchones are now in the final phase, pending only the final approval of the Provincial Planning Commission in Almería, which is due to meet in May.  The documentation relating to the neighbourhoods of Los Torres I, La Perla-El Prado and Limaria has also been sent to the Commission and we await only their final report for final approval to be given.  The remaining neighbourhoods, Los Colorados, Los Gilabertes, Los Requenas, Los Carrascos, Los Menchones II and Los Llanos already have favourable reports from Public Works and the Environment Agency, and we are continuing the statutory procedures which will shortly lead to obtaining provisional approval.

     Neither must we lose the global perspective of the urban growth in Arboleas.  Whilst it is a fact that we have some 270 dwellings outside urban planning, there are over 1500 which have been correctly constructed.  We must also remember that in the early years the developer was not obliged to provide the urbanisation works (tarmacking, street lighting, etc.) which in many areas are still lacking.  Notwithstanding, as from 2007 these became obligatory and currently the great majority of streets have the appropriate services installed.  It would therefore be somewhat unjust to think that nothing has been done right, that the appropriate measures have not been taken, or that all the planning is reduced down to the errors that certain political sectors take care to maximize.  A lot of work has been well done, and we should not be focussing solely on the vested interests of those who do not respect us.

     On the other hand, to centre the whole political debate on planning, as if it was the sole and exclusive point of interest to our citizens, can only generate artificial debate.  That is to say, the debate which is of vested interest to a few, distracting attention from other fundamental issues such as health, employment, social services, culture or education.  We should not lose perspective and look to a global vision when deciding our vote.

     EL URBANISMO EN ARBOLEAS

     Arboleas es un pueblo acogedor, tierra de emigrantes que ha sabido empaparse de otras culturas, que ha sabido del trabajo duro fuera de nuestras fronteras y de la falta de crecimiento en nuestras tierras. Pero a la vez con un espíritu emprendedor y una capacidad de salir adelante digna de elogio.

     A finales de los 90 surge un fenómeno expansivo en el Valle del Almanzora, en el que especialmente destaca Arboleas, que lleva a convertirnos en destino turístico de ciudadanos de toda Europa; pero especialmente de ciudadanos británicos, que encuentran en nuestras tierras el retiro deseado y las condiciones de vida tranquila que buscaban.

     Este fenómeno nos aportó desarrollo económico, social y demográfico; pero también nos supuso un cambio de modelo organizativo y urbanístico, para el que seguramente aún no estábamos preparados, y para el que se necesitaba más tiempo del que teníamos para adaptarnos y aportar el orden necesario. Esto no quiere decir que lo hiciéramos mal, pero si que cometimos errores. Y sería injusto no reconocer que los cometimos todos, desde quienes ahora nos quieren hacer responsables de todo el problema, olvidando que se inició con ellos, y que entonces éramos los mismos, hasta los promotores, el exceso de confianza en los compradores o la falta de seguimiento por parte de otros organismos superiores. Todos debemos sentirnos en cierto modo responsables, y a la vez la solución estará mas cerca si todos ponemos de nuestra parte para sacar adelante la situación.

     Hace dos años, el equipo de gobierno, sin ningún otro apoyo, inició un proceso amparado por la Junta de Andalucía para convertir en urbanos los suelos donde se asientan estas viviendas, además de otros suelos destinados a uso industrial y comercial, puesto que entendíamos que la solución del problema no solo tenía un carácter urbanístico, sino también social: por un lado diversificar el empleo para nuestros jóvenes, y que no todo fuese construcción; y por otro dar seguridad y confianza al los vecinos que viven en esas casas.

     El proceso  se inició en 2009, y durante 2010 se presentaron los documentos de forma individual para cada una de las barriadas que tenían problemas por haber traspasado sus límites urbanos, y se ha ido haciendo un seguimiento exhaustivo y personalizado por parte del Alcalde de todo el procedimiento, con numerosas reuniones técnicas, políticas, de vecinos, de asociaciones, medios de comunicación, en definitiva de todos los interesados en la solución del urbanismo.

     Por eso, a día de hoy, y aún sabiendo que iniciamos un proceso largo y complejo, también podemos asegurar que estamos en el buen camino, y mas cerca de la solución que muchos otros pueblos de nuestro entorno. Y esta no es una afirmación personal, sino que entidades reconocidas y con conocimientos (AUAN, abogados urbanistas, medios de comunicación) han reconocido el esfuerzo del Ayuntamiento de Arboleas y de su Alcalde por hallar una solución adecuada a todos los intereses de los vecinos afectados.

     Por entrar en detalles, podemos afirmar que las barriadas de: Los Torres II, El Rincón y Los Menchones  se encuentran en la fase final, solo pendiente de la aprobación definitiva de la Comisión provincial de Urbanismo, en Almería, prevista para el mes de Mayo. Las barriadas de Los torres I, La Perla-El Prado, y Limaria, se han enviado también a esa comisión y esperan sus últimos informes para ser aprobados definitivamente. El resto de barriadas: Los Colorados, Los Gilabertes, Los Requenas, Los Carrascos, Los Menchones II y  los Llanos; cuentan con los informes favorables de Obras Públicas y Vivienda, y Medio Ambiente, por lo que continuamos con su tramitación, y procederemos pronto a su aprobación provisional.

     También sería conveniente no perder la perspectiva global del crecimiento urbanístico que se ha producido en Arboleas, puesto que si es cierto que contamos con viviendas fuera de ordenación (270) son mas de 1500 las construidas correctamente. Pensemos también que en los primeros años no se exigía al constructor que realizase las obras de urbanización, y estas no existían, sin embargo, a partir de 2007 eran obligatorias, y a día de hoy la mayoría de calles cuentan con los servicios adecuados. Por tanto sería injusto pensar que no se han hecho las cosas correctamente, que no se han puesto en marcha las medidas adecuadas, o que todo el urbanismo se reduce a los errores que desde ciertos sectores políticos se encargan de maximizar. Hay mucho trabajo bien hecho, como para que hablemos solo de lo que interesa a los que no nos respetan.

     Y por otro lado, centrar todo el debate en el urbanismo, como si el único interés de nuestros ciudadanos sea este, es generar un debate mas artificial. O el debate de los intereses de unos pocos, distrayendo la atención de otros temas fundamentales como la sanidad, el empleo, los servicios sociales, la cultura o la educación. Por lo que sería interesante no perder la perspectiva y plantearnos de un modo global la decisión electoral.
