     SOCIAL SERVICES

    MANAGEMENT  REPORT OF THE PSOE 2007-2011

    We begin by giving a brief explanation of WHAT ARE THE SOCIAL SERVICES?: Social Services that are provided are those of the Social Services Act of Andalusia (LAW 2 / 1988 dated April 4, Social Services of Andalusia) and in Decree 11/1992 of 28 January in establishing the nature and benefits of the Community Social Services. as determined include those resources, activities and services organized to promote the development of individuals and social groups to obtain greater social welfare and a better quality of life as well as for the prevention and elimination of social exclusion. To this end, the Social Services will be coordinated with those other public or social initiative in the area of Social Welfare, are intended to promote the free development of the individual in society.

    During this legislature we have continued the expansion and strengthening of associations at different levels, from young to older, to those recreational or cultural nature, supporting its creation and work with those that have requested.

    Noteworthy that at the beginning of our of Office we had a social worker, his dedication to the township of two days per week and currently has a dedication to the town, finding the service framed within the Area of Social Work of  Saliente (formed by the towns of Albox, Arboleas, Oria, Partaloa, Taberno and Zurgena), with which we share, other personnel, social workers and counseling service.

    The common services are provided daily:
  • Service information, assessment, guidance and advice.
  • Home Help Service.
  • Service COEXISTENCE AND SOCIAL REINTEGRATION.
  • SOCIAL COOPERATION Service.
  • ADDITIONAL SERVICES Service.


    A portion of these services are designed and develope several projects, among which are:
  • "How beautiful it is to be older" project, jointly funded by the Townhall and the Department of Equality, for the digital literacy of our elders, as a resource to reach out to society in general and in particular family to develop personal growth, a task that is currently developed by the Guadalinfo Center.
  • "Age and culture" and "The elders also count" funded jointly by both the village and by the Equality and counseling for recovery of traditions and the promotion of creative activities and volunteerism among our elders.
  • "Arboleas Against Drugs" a program framed within the national program of prevention of addictions (Cities against drugs), which since 2006 is gradually being established within our town, being now in the phase drafting municipal prevention program, which gives the culmination phase of research and needs assessment carried out; at the same time we have been taking various actions aimed particularly at the population at greatest risk.
  • Migrant Program, which like the above are funded with Department of Equality, which set out activities that allow better integration of foreign-born population, whose activities include Spanish language classes for foreigners, with an annual enrollment average of 250 students.
  • Integrated Program, which is under development, once completed needs assessment and is designed to prevent the emergence of possible causes of social exclusion and to mitigate those that are detected, the program carried out by the Saliente Social service team.
  • Senior Citizens Meeting, this has been ongoing for several years , at the Saliente Social Services area, but since 2007, has been running a bulletin, which allows for any and all seniors and retirees of Arboleas  in a day of coexistence, in which the objective is that spending a bit of calm and fun and to share all of this with the rest of the neighbours, as on a daily basis  there is no opportunity to share.

  • Summer School, has been held annually in the month of August, with the aim of promoting socio-cultural exchange between the young and the community of  Arboleas, and encourage learning through recreation and leisure activities and the development of  emotional. intelligence

    Besides these and other specific programs that are conducted throughout the year and presenting a short resume, indicating that during the years 2009 and 2010,  in collaboration with the Ministry of Equality who have  made an investment in our municipality of 1,062,546.97 € and 1,092,030.76€ respectively, where the bulk of this investment has been made to dependent individuals, with the implementation of the Law od Depentents. In this section are direct beneficiaries receiving a total of 195 users and users of home help service, at a cost in 2010 of € 836,500.92. And they have generated a total of 38 jobs.
    Among these investments are a departure of € 205,000 for the construction of the newly-started Day Care, which will serve the public from the  ages of 0 to 3 years (the period prior to school enrollment), and now has become competitive the Ministry of Education, assuming the corresponding commitment to it.

    Under negotiation with different government bodies is the building of  a day center for seniors.

    SERVICIOS SOCIALES

    INFORME DE GESTIÓN. PSOE 2007-2011

    Comenzaremos por dar una breve explicación sobre ¿QUÉ SON LOS SERVICIOS SOCIALES?: Los Servicios Sociales que se prestan son los contemplados en la Ley de Servicios Sociales de Andalucía  (LEY 2/1988, de 4 de abril, de Servicios Sociales de Andalucía) y en el Decreto 11/1992, de 28 de enero, en el que se establece la naturaleza y prestaciones de los Servicios Sociales Comunitarios.  Según  se determina   comprenden aquellos recursos, actividades y prestaciones organizadas para la promoción del desarrollo de los individuos y grupos sociales, para la obtención de mayor bienestar social y una mejor calidad de vida, así como para la prevención y eliminación de la marginación social. A estos efectos, los Servicios Sociales estarán coordinados con aquellos otros medios públicos o de iniciativa social que, en el área de Bienestar Social, tengan como finalidad favorecer el libre desarrollo de la persona dentro de la sociedad.

    Durante esta legislatura se ha continuado con la ampliación y consolidación del tejido asociativo en distintos ámbitos, desde jóvenes a mayores, pasando por aquellas de índole recreativo o cultural, apoyando su creación y colaborando con  aquellas que se nos ha requerido.

    Destacar, que al comienzo de legislatura contábamos con una trabajadora social, suya dedicación al municipio era de dos día por semana y en la actualidad tiene una dedicación exclusiva al municipio, encontrándose el servicio enmarcado dentro de la Zona de Trabajo Social del Saliente (formada  por los municipios de Albox, Arboleas, Oria, Partaloa, Taberno y Zurgena), con los que compartimos, entre otro personal, educadores sociales y servicio de apoyo psicológico.

    Los servicios comunes que se prestan a diario son:
  •   Servicio de INFORMACIÓN, VALORACIÓN, ORIENTACIÓN Y ASESORAMIENTO.
  •   Servicio de AYUDA A DOMICILIO.
  •   Servicio de CONVIVENCIA Y REINSERCIÓN SOCIAL.
  •   Servicio de COOPERACIÓN SOCIAL.
  •   Servicio de PRESTACIONES COMPLEMENTARIAS.


    A parte de estos servicios, se proyectan y desarrollan diversos proyectos, entre los que se encuentran:
  •   "Qué bello es ser mayor",  proyecto financiado conjuntamente por el Ayuntamiento y la Consejería de Igualdad, destinado a la alfabetización digital de nuestros mayores, como recurso para acercarse a la sociedad en general y a la familia en particular, así como para su propio crecimiento personal, tarea que pasa a ser desarrollada en la actualidad por el Centro Guadalinfo.
  •    "Mayores y cultura" y "Los Mayores también Contamos": financiados ambos conjuntamente por el ayuntamiento  y por la consejería de Igualdad y destinados a la recuperación de tradiciones y al fomento de actividades creativas y de voluntariado entre nuestros  mayores.
  •   "Arboleas ante las drogas", programa enmarcado dentro del programa nacional de prevención de adicciones (Ciudades ante las Drogas), y que desde el año 2006 se va implantando poco a poco dentro de nuestro municipio, encontrándose en la actualidad en la fase de redacción del programa municipal de prevención, fase que da culmen a la investigación y estudio de necesidades realizado; a  la par que se han ido realizando distintas actuaciones destinadas especialmente a la población con mayor riesgo.
  •   Programa de Inmigrantes, que al igual que los anteriores se financia junto a Consejería de Igualdad, destinado a realizar actividades que permitan una mejor integración de la población de origen extranjero, entre cuyas actividades destacar las clases de lengua española para extranjeros, con una matrícula media anual de 250 alumnos.
  •   Programa Integra, que se encuentra en fase de desarrollo, una vez concluido estudio de necesidades, y destinado a prevenir la aparición de  posibles causas de exclusión social , así como a paliar aquellas que se detecten, programa llevado a cabo por el equipo de servicios sociales de la zona del Saliente.
  •   Encuentro de Mayores, este se viene realizando desde hace ya algunos años, a nivel de zona de Servicios sociales El saliente, pero desde 2007, se viene realizando uno municipal, en el que se da cabida a todas y todos los mayores y jubilados de Arboleas, en una jornada ce convivencia, en la que el objetivo no es otro que el pasar un rato de sosiego y diversión y compartir con el resto de los vecinos y vecinas todo aquello, que en el día a día no hay oportunidad de compartir.

  •   Escuela de Verano, se viene realizando anualmente en el mes de Abril, con la intención de promover el intercambio socio-cultural entre los menores de la comunidad arboleas, así como motivar el aprendizaje a través de actividades lúdico-recreativas y del desarrollo de la intelegencia emocional.


    Al margen de estos programas y otros puntuales, que se llevan a cabo a lo largo del año, y haciendo un poco de resumen, indicar que durante los años 2009 y 2010,  y en colaboración con la Consejería de Igualdad se ha realizado una inversión en nuestro municipio de 1.092.030,76€ y 1.062.546,97€ respectivamente, en los que la mayor parte de dicha inversión se ha realizado en Personas Dependientes, con la puesta en marcha de la Ley de Dependencia. En este apartado son beneficiarias y beneficiarios directos un total de 195  usuarias y usuarios del servicio de ayuda a domicilio, con un coste en 2010 de 836.500,92€. Y que han generado un total de 38 puestos de trabajo.
Dentro de estas inversiones encontramos una partida de 205.000 € destinados a la construcción de la recién comenzada Guardería Infantil, que atenderá próximamente a la población entro 0 y 3 años (periodo previo a la escolarización), y que en la actualidad ha pasado a ser competencia de la Consejería de Educación, asumiendo esta el compromiso correspondiente para con la misma.

   En proceso de negociación con distintas administraciones se encuentra la construcción de un Centro de Día para mayores.
