We had the same problem.  Contact Drainage Solutions who advertise on her.  They sorted ours.

Agree with El Presidente that the filtration holes become blocked with sediment from the surrounding soil. This is what happened to ours. However, our builder didn't even use graded rock and stone, just infilled with the clay soil! Our solution, get a mini digger in and excavate a large hole 3-4m long x 2m deep to one side of the pozo. Insert into the wall of the pozo from about midway upwards 2 or 3 lengths of 100mm drain pipe of varying lengths with a slight downhill slope. Infill hole with graded rock and stone, largest rocks at the bottom of the pit. This allows the liquid to drain off into the garden (the plants love it) and the solids remain below the overflow pipework. However, if you use much detergent or bleach which drains into the pozo then the biological breakdown of solids will be much slower and you will still need to have the pozo emptied of solids every few years.
This was done many years ago and has been successful. However, best advice as stated is to check with your Town Hall before committing to this expenditure.

Villa built 2005 and had pozo emptied for first time approx 2.1/2 years ago.
Since then we have had to have it emptied 4 more times - and it now needs emptying again just 2 months after last time!
Anyone advise on what the problem is and how to overcome it? Why is it filling up so quickly? Don't think we have any water leaks as bills a consistent 22-24 euros every two months.
Sensible advice appreciated.

check your toilet systen valves, make sure there not passing  clean over flowed water into the potho

also

if possible seperate the washing machine waste onto the garden.
