Town Hall would be my first port of call, they would be the people giving you the permissions and should offer advice regarding Architects Plans etc.
Have also sent you a PM with more info which may be helpful.

Ditto do not listen to anything that an agent says. Arboleas Town Hall is the place to go !

Hi,
Go into the Town Hall and speak to one of the councillors. They will give you all the info on wether it's legal or not and the building licences needed.
