Every now and again I scan through old topics.

I found one posted by Karen4 that is probably one of the most important posts the forum has ever had. It relates to Free health care here in Spain IF you were registered in Spain as a resident prior to April 24th 2012. An important factor here is that even if both husband & wife are registered as resident that only one of you need apply.

If anyone has more details on how to apply, access the forms, then please post it here.

I just used Gus's Advice myself and got through immediately to the UK office and they are sending the forms over.

This is from Gus Lopez's post from an earlier thread.

To qualify you need to have been a resident/permanent resident with registration on the EU citizens foreigners list before 24Th April 2012.
If you have that then you need to obtain a "Letter of Legislation " from the soc.sec  details here ;

Overseas Healthcare Team (Newcastle)
Room TC001
Tyneview Park
Whitley Road
Newcastle upon Tyne
NE98 1BA

Phone 0191 218 1999 (Monday to Friday 8am-5pm)

They will supply it in the language of the country you are resident in.
You need one for each person applying.  ( IT states that you have no entitlement to healthcare , in the UK , nor are in receipt of any benefits or pension)

THen you need to get  from the social security office here & fill in a
 " Solicitud de Reconocimiento del Derecho a la Asistencia Sanitaria de la Seguridad Social "
Fill it in with details of primary applicant & beneficiary. Annual income has to be added , if any, but it doesn't really matter as long as it is under 100k. There is no requirement up here to justify/prove the amount put down.
Once complete, you then make an appointment at the same office & need the following;
Residents cert.
Passport /spanish driving licence to back it up.
Completed application form.
Letter of legislation.
Marriage certificate . ( Up here there is no requirement for it to be translated)

At the appointment ,once accepted , you'll receive a
 " Justificante de la Solicitud de Asistencia Sanitaria. "  ( Acceptance letter )
You take this , along with resident registration certificate to the Centro de Salud where they will sign you on & you should each be given a completed form , which is valid until expiry date , if any, until plastic cards arrive.

Up here they do not ask for Padron at either social security office or the centro de salud. Or they didn't when I renewed last year.

I got the information from Gus, put it into an information "pack" and forwarded it to everyone who contacted me on this forum and others, as well as by direct email. Probably at least 200 people. I also recommended Clare Shirley if they needed help with the Spanish side of things as she was a great help to us when we first applied more than a year ago!

When I did mine in Huercal-Overa I did need a Padron Certificate (albeit they accepted an out of date one) and proof of income (they accepted my last income tax return (Spanish)).

As the letter says you aren't eligible for health care in the UK, does this mean that British people who do this should then take out private health insurance when they go on holiday to England?

I would assume that would be the case.

Sharron did her application yesterday and she already was in the system with her own social security number she did not require the above forms. Just proof of who she was and residencia.

So if anyone that has been in the system and still has their social security card, no matter how long ago, you can apply to go onto the system again IF you were registered before April 2012.

They can't have a blue (TSE) card but they can apply for a substitute certificate for the period of any trip (up to a maximum of 90 days per year).  It is easy to do at the INSS Office - I have done it a few times now

No as Elgin said you can get a TSE , Tarjeta Sanitaria Europea , BUT it is not a plastic card but an A4 sheet of paper. This is for a maximum period of 90 days in any one year . You can have any amount of these up to the maximum of 90 days.
Also you cannot apply for this on line but must apply in person at the office.
EU regulations state that any person in receipt of healthcare in a an EU country has the right to a health card giving them reciprocal cover in other EU states. Spain complies with this by offering the EU minimum amount  of 90 days & with a paper sheet.

That's right Gus.  You also get given one of those forms if you are an EU resident legally working in Spain but for whatever reason or other your contract is "temporary," as many are these days.
