Could you take the dog to a vet and get him scanned for a chip?

it won,t let me get close enough to put a lead on it or  i would do so
strange thing is it is only about in the mornings Don,t see it the rest of the day

There is a GSD hanging round my house it,s wearing a blue collar
can,t see if it is male or female
it looks well feed so many be it is just lost
i can,t take it in as I have five dogs here all ready
any one lost one please
